Manuel Schiappa Pietra is a global executive with more than 20 years of successful management experience from companies in the United States, Canada, Europe, South Africa, and Latin America. Schiappa Pietra has worked as Chief Executive Officer, President, and Managing Director with a number of global information technology companies, such as Baan, Descartes Systems Group, Qdata Group, and Nixdorf Computers. Schiappa Pietra was involved in several initial public offerings (IPO) in the United States, Europe and South Africa, and contributed actively to the formulation of company strategies and operational execution.

Doug Hadden, Vice President, Products

Doug Hadden is an industry veteran with an extensive experience in enterprise technologies. Hadden has more than 20 years of management, sales, marketing and product management experience at several industry-leading public and private companies, including Standard Register, Delano Technology, Platform Computing, Hummingbird, and Olivetti. Hadden is a recognized expert in strategic planning and technology in government.

As VP Products at FreeBalance, Hadden is responsible for all aspects of global marketing, business development and product management. Hadden is also the Chief Customer Advocate responsible for aligning FreeBalance activities with customer priorities. He holds a BA Honours degree in Political Science from Carleton University. Hadden was elected Vice President of Communications for the International Consortium on Government Financial Management (ICGFM) in March 2009.

Mark Dunn is the Regional Manager for Asia at the U.S. Trade and Development Agency (USTDA), based in Bangkok, Thailand. There, he is responsible for managing USTDA’s activities in South and Southeast Asia, directing business development efforts, coordinating with relevant Asian and U.S. government agencies, and marketing USTDA services to potential partners throughout Asia. Mr. Dunn has an intimate understanding of the goals and objectives of USTDA that was obtained through his earlier role as the agency’s Country Manager for China and Mongolia. He served in this position from 2001-2003 and had the opportunity to design and implement a strategy for USTDA’s operations in China, where the Agency had been prohibited from working since 1989. By the time Mr. Dunn left USTDA, the China portfolio had grown to become the largest in the agency.

After departing USTDA, Mr. Dunn entered the private sector and continued working throughout Asia, undertaking consulting assignments that focused on the transportation sector. As the Senior Manager at JBC International (Washington, DC), he served as the Project Manager for a Customs Modernization project in China and later acted as a Technical Advisor to the Port Authority of New York/New Jersey to examine supply chain security under the Department of Homeland Security’s Operation Safe Commerce program.

From there, Mr. Dunn transferred to TERA International Group, Inc. (Sterling, VA) to be the Senior Technical Manager, as well as oversee all projects originating from the U.S.-based headquarters. The majority of his time was spent in Ulaanbaatar, Mongolia undertaking technical assistance and due diligence work for agencies such as the Millennium Challenge Corporation (MCC), the Asian Development Bank (ADB), and USTDA. He developed a medium-term rolling investment plan for Mongolia’s Ministry of Roads, Transport and Tourism and assisted with their long-term Transport Sector Strategy, in addition to undertaking specific infrastructure improvement projects in the road and rail subsectors.

Mr. Dunn holds a B.A. in International Relations from Carleton College (Northfield, MN) and an M.A. in International Affairs from American University (Washington, DC), focusing on Asia at both institutions. He has traveled and lived extensively throughout Asia as a student, consultant, and government official.

I joined Financial Industry Department of Ministry of Economy and Finance since 2002 as Deputy Head of Financial Market Division. My roles and responsibilities to prepare Mater Plan for developing of Security Market in Cambodia and implement in accordance to the vision and strategy plan for financial Development 2001-20010. In addition, my responsibilities are to follow up and ensure the effectiveness in preparing of legislations for security market.

In 2007, I was appointed to be a Head of Insurance Division. My roles and responsibilities are to provide leadership and guidance to the insurance industry and advice to the Government on insurance and related matters. Recently, I became a member of working group to set up the first Life Insurance Company which jointed by Ministry of Economy and Finance and three foreign private companies. Furthermore, I am also appointed by MEF to attend as a member of inter-ministerial to facilitate cross-border insurance tasks for travelers and transportation passengers.

Mr. Chhay Rattanak is the Managing Director of Cambodian Reinsurance Company “Cambodia Re”, Chairman of General Insurance Association of Cambodia (GIAC) and also he is a Deputy Director of Non-Tax Revenue Department of the Ministry of Economy and Finance. Before joining Cambodia Re, Mr. Rattanak was used to be a Head of Insurance Division in Department of Financial Industry of the Ministry of Economy and Finance for 3 years.

Mr. Michael Smiddy

Michael Smiddy has worked in Cambodia as a Senior Consultant for Emerging Markets Consulting (EMC) since 2007, in which capacity he has worked extensively on projects related to investment and the financial sector in Cambodia

Michael is the Team Leader on EMC’s work with USAID, producing investment profiles for twelve of Cambodia’s provinces, aimed at potential investors and highlighting each province’s competitive and comparative advantages and incentives for private sector investment. Among other projects, Michael supported strategic positioning work for a leading MFI client and assisted the Swedish Trade Council in evaluating niche investment opportunities in the apparel sector in Cambodia.

Before joining EMC, Michael was a Senior Equities Analyst with the Commonwealth Bank of Australia. Prior to this, Michael was a Senior Research Economist at the Australian government’s Productivity Commission, and undertook policy analysis for Powercor Australia.

Michael holds an M.Com (Hons.) from the University of Melbourne, and a B.Ec (Hons.) from LaTrobe University in Australia.
